An exciting, powerful Eclipse environment for RoR. RadRails is great even as an IDE, but I enjoy using the built-in generators and WEBrick instances, etc. also. See the RadRails site and the RadRails Wiki

So let’s assume you already have Ruby, Ruby on Rails and (say) My Sql installed on your development box, as well as the Eclispse IDE (version 3.1 or greater).
